Open letter by 144 NGOs and Civil Society groups to DRC President Kabila

Mr. President,
“The bill on the organization, composition, powers and functioning of the High Council of Defense, already passed by both Houses of Parliament, has been waiting to be signed into law by His Excellency the President of the Republic for more than a year, while the Supreme Court in its decree R. Const.179/TSR, declared it to be constitutional and notified you on June 19, 2012.
It is the same of the Act on the Statute of the Military Forces of the Democratic Republic of the Congo, passed in second reading during the extraordinary session of June 2012, and requires to be signed into law in accordance with the deadline enshrined within the constitution.” Read the full letter here
